0- User can only request to change their OWN password
1- User can request to change their own password, and everyone else's password, besides PASSWORD ADMINISTRATOR' passwords.
2- User is PASSWORD ADMINISTRATOR - can request password reset for ANY user, ANY service, ANY portal, ANY account.

"Full admin" is someone who has full access to make any contractual changes for your account, sign legal documents on behalf of your organization, change any password, terminate any user, approve any expense, Add/ remove services and features, and act is the ultimate decision maker for your company.
